The applicant will prepare the preliminary plat of the land proposed to be subdivided and such preliminary plat must be in full compliance with the requirements of these regulations. Said plat will be prepared by and have the seal of a registered professional surveyor, duly registered to practice in the state of New Mexico. (Ord. 1606-99 § 2(part).
