Major nonconforming lots shall not be built upon. Minor nonconforming lots may be built upon. The following rules apply to nonconforming lots:
A. Where any nonconforming lot is held in common ownership with adjoining lot(s), it shall be combined to make one or more conforming lots.
B. When any nonconforming lot is sold to an adjoining landowner, the lot must be combined with the adjoining lot to create a conforming lot.
C. All lots shall have either approved connections to public sewer or acquire a permit for an on-site system.
D. Lot development must meet all performance standards of this title, or the standards of the lot specified in Section 17.80.120. (Ord. 1495-96 § 3(part), 1996).
