A. Within twelve months following this title’s adoption, the zoning officer shall develop a register of all nonconforming uses. The uses listed will determine which uses were made nonconforming due to this title’s adoption.
B. The burden of establishing any nonconforming use, structure or sign as a legal nonconforming use, as defined by this chapter, shall be upon the owner of the nonconformity and not upon the city. (Ord. 1495-96 § 3(part), 1996).
