When evaluating a provision of this title as to its meaning or application, the provisions of Section 17.110.010 on legislative intent shall be applied. Interpretations shall not lessen protection, but may provide greater flexibility in meeting this title’s objectives. Determining the public health, safety and welfare purposes of the provision shall guide the decision. (Ord. 1495-96 § 3(part), 1996).
