This section sets forth the procedures and conditions for a variance from the standards of this title which permit, under limited circumstances, a building or structure to be built that does not comply with all standards in this title. A variance may be appropriate when strict enforcement would represent a unique, undue and unnecessary hardship. Under no conditions shall a variance allow a use that is not otherwise permitted in the district. The applicant shall be instructed to submit a zone change request, which is the only way such a change of use may occur. (Ord. 1495-96 § 3(part), 1996).
