The following requirements must be met to submit an application for a PRO district.
A. The district for redevelopment is at least fifty percent developed at the time of application;
B. The area shall be contiguous and have at least one-half block with frontage on three streets;
C. The area shall be in common ownership, or approved by owners of not less than seventy-five percent of the total area within the district; and
D. Upon approval of the owners of seventy-five percent of the area within the district, the city will enforce the zoning and building code ordinance in all new and existing district buildings. (Ord. 1718-2002 § 2(part), 2002: Ord. 1495-96 § 3(part), 1996).
