An amendment to the text of this title shall be approved if:
A. It would implement a portion of the comprehensive plan that is new;
B. It would implement and better achieve the goals and objectives of the comprehensive plan that have proved difficult to achieve under the existing provisions of this title;
C. The provisions of this title were inconsistent or unreasonable in light of standards for similar uses;
D. It is necessary in order to respond to state and/or federal legislation;
E. It provides additional flexibility in meeting the objectives of this title without lowering the general standards of this title. (Ord. 1495-96 § 3(part), 1996).
