A. Initiation. Unless otherwise indicated in this chapter, applications shall be submitted by the owner, or any other person having a contractual interest in the land for which the use is proposed, or an authorized agent. If the owner resides out-of-state, he shall designate an individual or firm in-state for notice and service of process.
B. Submission of Application. An application shall be submitted to the planning department staff along with a fee established pursuant to Section 17.100.140. Applications received before two p.m. shall be dated the same working day. Applications received after two p.m. shall be dated the next working day.
C. Inspection and Access. Accompanying any application shall be a signed statement granting the city staff right of reasonable access to view, enter and inspect the property, uses or buildings on the site for compliance with this title.
D. Contents of Application. The application shall be submitted in a form established by the planning department staff and made available to the public. (Ord. 1495-96 § 3(part), 1996).
