Aircraft owners and their pilots and agents shall be responsible for the prompt disposal of disabled aircraft and parts thereof unless otherwise directed by proper federal authorities. Should the owners, their pilots or agents fail to comply, the manager is authorized, in order to restore flight services, to remove damaged aircraft and parts from the landing area, ramp and apron areas of the airport at the expense of the aircraft owners, their pilots or agents, without liability for damage which may result in the course of such removal.
