It is unlawful for any person to operate any vehicle on the landing or ramp area negligently; or at any speed greater than twenty miles per hour; or while the operator is under the influence of intoxicating liquor; narcotics or dangerous drugs; or when the vehicle is in an unsafe condition or equipped or loaded so as to endanger persons or property.
