The board shall select annually from its members a chairman and a vice chairman. The board may adopt such bylaws, rules and regulations for the conduct of its meetings as shall be necessary and proper, and may establish and promulgate such rules and regulations as shall be necessary and expedient for the proper maintenance and operation of the municipal airport.
