The rules and regulations in this chapter apply to all persons on the airport, except premises which are outside the airline terminal building and which are leased to and in the exclusive possession of others. Entry of any person into the airport shall be conditioned upon compliance with this chapter, and the entry shall be deemed an agreement by the person entering to comply with the provisions of this chapter.
