Chapter 13.24 WATER MANAGEMENT ORDINANCE
13.24.020 Water savings required.
Water conservation stages shall be determined when the possibility exists
that the water utility will not be able to meet all of the water demands of its
customers by a proportionate deficiency of supply in relation to demand (the
demand deficiency percentage). The demand deficiency shall be determined by
comparing the total water consumption per day compared to the total water
pumping capacity of the water utility system. Water usage restrictions shall be
designated in four stages of water rationing and restriction identified in
Appendix “A”*, attached and made a part of the ordinance codified in
this chapter.
A. Stage 1 -- Voluntary Water Conservation. Voluntary water
conservation shall be in effect whenever the city manager, or his designee,
declares that the water supply or capacity of the water works system to deliver
water is approaching levels at which water rationing will be required to
preserve the ability of the utility to deliver a necessary
amount of water to
each water user. The procedure for Stage 1 shall be as follows:
1. The
city manager will make public announcements in the news media that Stage 1
voluntary water conservation is in effect. The announcements will include a
description of the provisions in effect.
2. Users will be urged to conserve
water in every way possible, in their homes and in their businesses.
3.
People will be urged to avoid sprinkling their lawns and avoid watering gardens,
shrubs or trees in the manner set forth in Appendix “A”.
B.
Stage 2 -- Water Rationing. Water rationing will be in effect whenever the
demand deficiency exceeds fifteen percent. The following requirements will be
in effect:
1. The city manager will make public announcements through the
news media concerning Stage 2 water rationing, whenever Stage 2 water rationing
is in effect. The announcement will include a description of the
restrictions.
2. All restrictions identified in Appendix “A”
will become effective until Stage 2 water rationing is cancelled by the city
manager.
C. Stage 3 -- Water Rationing. Stage 3 water rationing will be in
effect whenever the demand deficiency exceeds twenty-six percent. The following
requirements will be in effect:
1. The city manager will present to the
Clovis city commission such information as is available regarding the demand
deficiency and request authority from the city commission to engage Stage 3
water rationing restrictions.
2. The city commission shall declare Stage 3
water rationing and direct enforcement of the restrictions set forth in Appendix
“A”.
3. The city manager will make public announcements that
Stage 3 water rationing is in effect in the news media, which restrictions shall
continue in effect until the city manager determines that the demand deficiency
has been reduced below twenty-six percent.
D. Stage 4 -- Water Rationing.
Stage 4 emergency water rationing shall be in effect whenever the demand
deficiency exceeds thirty-five percent. The following requirements will be in
effect:
1. The city manager will submit information regarding the water
supply conditions and the demand deficiency percentage to the city commission,
at an emergency meeting if necessary.
2. The city commission shall declare
a Stage 4 emergency and impose Stage 4 water rationing restrictions as set forth
in Appendix “A”.
3. At such time as the demand deficiency is
reduced below thirty-five percent, Stage 3 restrictions shall automatically be
imposed until the demand deficiency percentage falls below twenty-six percent,
at which time Stage 2 restrictions shall apply.
4. The city manager will
make public announcements through the news media of the implementation of Stage
4 water rationing restrictions, to be followed by subsequent announcements
regarding any changes in the applicable stage of water rationing restrictions.
