It is the policy of the city of Clovis to protect and conserve the consumption of water in order to insure and protect the availability of the supply of water for all residents and citizens of the city. During periods of drought, or at any time during which the supply, pumping capacity, weather conditions and weather forecasts indicate that the availability of water is threatened or comprised, the measures set forth in this chapter shall become effective and shall be implemented and enforced in the manner provided herein.
