If, at any time during the excavation authorized by the permit, the permittee fails to comply with any of the permit provisions, the director of public works may order an immediate termination of the excavation and cancellation of the permit. The permittee shall be responsible for reimbursing the city of Clovis for any costs incurred by the city arising from permittee’s failure to comply with all permit requirements in a timely manner as prescribed by the director of public works. No new or additional permit shall be issued to any applicant for a permit, if that applicant has violated the terms of a previous permit or has failed to reimburse the city pursuant to this subsection.
