The city shall develop appropriate surcharge parameters based on federal and state requirements placed on the operation, maintenance and performance of the POTW. The parameters may include but shall not be limited to the following:
A. Flow volume, BOD, TSS, FOG;
B. A base concentration or mass for each wastewater parameter will be determined by the city. The user will be surcharged for discharges in excess of the base;
C. The city may apply any or all of the parameters to the user as appropriate. (Ord. 1485-95 § 2(part), 1995).
