The term of office of committee members shall be three years. The terms of at-large members shall be staggered as directed by the chairman, with initial staggered terms to be selected by lot. All members may serve consecutive terms. In the event that any vacancy shall occur during the term of any member, a successor shall be appointed for the unexpired portion of the term in the same manner as otherwise provided for the selection and appointment of members.
