After the building inspector shall have issue a permit authorizing any proposed moving operation, but before the moving is begun, the permittee shall notify the chief of the fire department and the chief of police, as well as each utility company which has any wire, pole or other instrument used in its transmission system, located on, over or across any street in the city, along, over or across which the proposed moving operation is routed.
