Before any house, building or structure of any kind is moved over or along any street, highway, alley or public way located in the city, the person proposing to do such moving shall first secure a permit from the building inspector, authorizing the applicant to move the particular house, building or other structure which he proposes to move. No such permit shall be required in order to move a house, building or other structure having a floor area of five hundred square feet or less from a point within the corporate limits of the city to another point outside the corporate limits.
