After the passage of this chapter all signs then existing within or projecting onto the public right-of-way shall be inventoried by the building inspector or his staff and marked in a conspicuous manner with a city inventory sticker. Those found to be erected or maintained without permit or in violation of ordinances in effect at the time of erection or to be in need of repair will be made to comply with provisions of this chapter or removed as set forth herein.
