On the failure, neglect, or refusal of an owner of property described in Section 12.10.010 to maintain such obstructions in accordance with the requirements of this chapter, after at least five days notice, by personal service if such person maybe found within the city or by postage prepaid certified mail, has been given such person of such failure, neglect or refusal, the city may trim, remove, or destroy the obstruction, and shall maintain records of the cost of trimming, removing or destroying the obstruction.
