Utilities operating in the city and having the right to use city streets for utility facilities shall not be required to apply for an excavation permit. Every public utility shall, however, notify the director prior to excavating, comply with all requirements of this chapter, and be subject to all of the obligations of this chapter pertaining to excavations of streets.
