12.06.100 Backfill requirements.

A. All excavations for which a permit has been issued shall be inspected prior to the replacement of any material. The public works department shall determine whether additional inspections are necessary during the filling and compaction of any excavation. All excavation shall be filled with no more than eight-inch lifts and shall be compacted with a tamper, roller, or approved compactor. No wheel rolling will be allowed.
B. All backfill material in the trench shall be thoroughly compacted to a minimum of ninety percent of the maximum density throughout as determined by ASTM D-1557, except that the top six inches of sub-grade material in local residential streets, and the top twelve inches of sub-grade material in arterial streets, shall be compacted to a minimum of ninety-five percent maximum density unless the backfill or sub-grade material contains thirty-five percent or more material passing the number two hundred sieve, in which the compaction shall not be less than ninety percent of maximum density. The moisture content of the backfill material shall not be more than three percent nor less than two percent of the optimum. The obtaining of the correct moisture content will be the responsibility of the applicant. Moisture and density requirements shall be governed by ASTM D-1557. The classification of the backfill required shall be shown in the application for the excavation permit.
C. Failed excavations shall be the responsibility of the applicant for one year after the excavation, and all such failed excavations shall be repaired within ten days after failure. Should any failed excavation not be repaired by the responsible applicant, the city may repair the excavation and charge the costs to the applicant.
D. When an excavation has been cut through existing pavement, the compaction for the top six inches or twelve inches, whichever may be the case, means the six inches or twelve inches of material placed immediately below the bottom or base of the existing pavement slab. The remainder of the backfill up to the top of the existing pavement surface is to be compacted sufficiently to provide a level and safe riding surface and maintained in that condition by the applicant until the permanent pavement patch can be installed. Pavement patches must be installed within ten days after completion of the backfill unless a longer period may be required by extreme weather conditions.
E. When existing asphalt has been disturbed, or when asphalt is to be placed on the street, tack oil will be required on all asphalt edges. Only hot asphalt is allowed, cold-mix can only be utilized for temporary patches until hot asphalt application can be completed.
F. In no event shall concrete or asphalt be applied to any street until the public work director or his designee has approved all sub-grade preparations.
G. The director is authorized to make or have made backfill moisture/density tests for the purpose of determining compliance with the compaction requirements of this section. Tests will not exceed one eight-inch lift per block of trench unless failures indicate the need for additional tests. Such tests are to be made in accordance with the Standard Procedures of the American Standards for Testing and Materials, including the latest revisions thereto. All costs connected with required testing will be made at the expense of the applicant.
H. In the event the completed backfill fails to meet the density requirements of this section when tested, the director shall order the faulty backfill material removed, replaced and recompacted to the required density specified by this chapter, and may retest the backfill, all at the applicant’s expense.
