A person receiving a permit is in no sense an employee or agent of the city. By making the application and receiving such permit, he covenants that he is solely responsible for any damage to any person that may be done by his operation, and that he absolves the city from any and all loss, damage, claims of damage, incident to or in any manner flowing from such work or attempted work.
