No person shall dig any hole, ditch, drain or sewer, nor shall he break or damage any curb, pavement or other improvement in any street of the city without the permission in writing of the city manager, which permission shall be applied for in writing, specifying the purpose and extent thereof. It shall be the duty of any person receiving such permission, as speedily as practicable, to put the street in such good order as before. (Prior code § 17-8).
