The city manager may, in his discretion, require a sufficient bond, executed by a reliable surety company authorized to do business in the state, in such amount as he deems advisable, conditioned for the performance of the work and to protect the city from any and all loss, damages, claims of damages incident to or in any manner flowing from such work or attempted work, of improvement.
