No construction, alteration, work or repair shall be done or attempted on any of the streets of the city by any person other than the city, unless permission is granted in writing by the city manager. This shall not prevent the planting and care of trees, grass and shrubs between the sidewalk and the curb, but any person so doing shall do so with regard to the safety of the public.
