Officers and employees of the department of building safety of the city of Clovis shall have the right to enter on the property of any operator within the city of Clovis to inspect for compliance with this chapter. In addition, each operator shall provide the city of Clovis department of building safety with the name of the responsible officer or employee, and an active phone number, of a responsible contact person during non-operational hours of the plant or facility. As an alternative for this requirement, the operator may post the required information by a sign to be located externally on the plant facility in a place and in a manner that is readily observable.
