Chapter 8.16 WEED AND DEBRIS CONTROL
8.16.020 Definitions.
A. City of Clovis. The city department whose duties are to promote a
clean and safe environment through education, inspection and enforcement related
to planning, zoning, abandoned vehicles, weeds and debris, substandard
structures, general sanitation and vector control.
B. Nuisance. Whatsoever
is dangerous to human life or health, whatsoever renders the ground, the water
or the air a hazard injurious to human life or health or that is offensive to
the senses or that is detrimental to the public health is hereby declared to be
a nuisance or any condition which provides harborage for rats, mice, snakes, and
other vermin.
C. Debris/Rubbish/Brush. “Debris” is the scattered
remains of something broken or destroyed; ruins. Shall include waste building
material, bricks, concrete blocks, and other matter. “Refuse” is all
solid waste (except body wastes), including garbage, paper, cardboard, tin cans,
yard clippings, leaves, wood, glass, also liquid petroleum waste such as motor
oil, and other such similar items.
D. Garbage/Unsanitary Matter.
“Garbage” is putrescible animal and vegetable wastes resulting from
the handling, preparation, cooking, and consumption of
food.
E. “Weeds” means vegetation that because of its height is
objectionable, unsightly or unsanitary, but excluding shrubs, bushes, trees,
cultivated flowers, and cultivated crops. (Ord. 1599-99 § 3(part),
1999).
