A fee of twenty-five dollars for the handling and disposal of refrigerant materials shall be paid for all commercial and industrial refrigeration and cooling units brought to the solid waste disposal facility. This fee shall be in addition to all other applicable disposal fees. The fee may be waived upon proof satisfactory to the public works director, or his designee, that the refrigerant has been properly removed from the system and disposed as required by law.
