Those persons serviced by roll-out carts shall be responsible for keeping the carts in a clean and sanitary condition. Loss by the occupant of any serviceable roll-out cart shall require payment by the occupant of the actual cost for the replacement receptacle. Containers which have become deteriorated or damaged must be removed, repaired or replaced. If any damage or deterioration is caused by the abuse, neglect or negligence of any person, such person shall be responsible for the cost of repair or replacement of the receptacle.
