No animal which has been impounded and is unclaimed by its owner shall be transferred to a new owner during the period of rabies emergency quarantine, except by special authorization of the animal control officer. (Ord. 1441-93 § 2(B)(part), 1993: Ord. 1084-77 § 5(9), 1977).
