In addition to, or in lieu of, impounding an animal found at large, the animal control officer, his/her agent or a police officer, may issue to the known owner of such animal a notice of ordinance violation. Such citation shall impose upon the owner the penalty provided for in Section 6.36.010, which may, at the discretion of the animal owner, be paid to the municipal court within seventy-two hours in full satisfaction of the assessed penalty. In the event that such penalty is not paid within the time period prescribed, the owner shall be cited to appear before the municipal judge and upon conviction of a violation of this title the owner shall be punished as provided in Section 6.36.010.
