No person shall take or attempt to take any animal held by the animal control officer from the possession or custody of the animal control officer without first paying all the fees and expenses connected with the taking, keeping, advertising or sale of the same, or shall interfere with the animal control officer in the lawful discharge of any of his/her duties.
