All waste cleaned from livestock and poultry pens or shelters or any other livestock or poultry-handling facilities shall be stored in fly proof and rat proof containers complying with specifications set forth in Section 8.04.080. Such waste shall be disposed of at least twice each week by spreading thinly on garden or field or by placing the containers on the garbage collection route to be collected by the city refuse collection crew.
