It shall be the duty of the city sanitation officer to make regular monthly inspections of all livestock and poultry pens and shelters and any other livestock and poultry-handling facilities and where insanitary conditions are found to exist it shall be the duty of the sanitation officer to enforce the provisions of this chapter.
