Any commercial hatchery, poultry processing establishment, or animal processing establishment located in the area of the city to which this chapter applies, which was in operation at the present location only, and at the same scale that prevailed at that date and to that extent shall be permitted to keep in excess of one animal or twenty-five poultry and to process the same for sale.
