A. Any person convicted in the municipal court of an act prohibited by the ordinance codified in this chapter shall be punished for a first offense by a fine of not less than fifty dollars and not exceeding one hundred dollars. A person convicted of a second or subsequent offense of the ordinance codified in this chapter shall be punished by a fine of not less than fifty dollars and not exceeding three hundred dollars.

B. Any person convicted of a second or subsequent violation of the ordinance codified in this chapter shall not be eligible to adopt an animal from the city of Clovis animal shelter for a period of one year from the date of last conviction. (Ord. 1648-2000 §3(part), 2000).
