Chapter 6.12 DOG AND CAT PERMIT REGULATIONS*
6.12.020 Permit required.
Permits are required for the following:
A. Multi-animal Permit. To own, harbor or keep more than four
and less than nine sterilized dogs and cats in any combination thereof over the
age of three months. This multi-animal permit will be issued upon completion of
a permit application as required by the city.
B. Commercial Permit. To operate a kennel, pet shop, refuge,
shelter, commercial breeding site, or multiple animal site having in excess of
eight dogs and cats or any combination thereof over the age of three months. A
commercial permit may only be approved in a nonresidential zone. As used in this
subsection:
1. Kennel means a commercial establishment operating for
intended profit where dogs or cats are boarded, kept, or maintained.
2. Pet shop means any premises, or part thereof, open to the
public which engages in the purchase, sale, exchange or hire of animals of any
type, except livestock.
3. A refuge or shelter means a nonprofit animal facility
operated by a municipality or nonprofit organization for the purpose of bringing
aid and comfort to dogs or cats, and where animals are not bred.
C. Home Breeders Permit. To own, harbor or keep unsterilized
dog(s) or cat(s) or to conduct home breeding of dogs or cats for resale
purposes. No more than two unsterilized animals may be owned, harbored, or kept
at a residence for breeding purposes.
D. Those individuals to whom current multi-animal permits
have been issued may continue to operate under prior code Section 6.12.110 as to
existing animals if an application for renewal is submitted to the city within
thirty days of the adoption of the ordinance codified in this chapter. (Ord.
