The provisions of this chapter shall not apply to:

A. Any public employer and the labor organizations representing its employees, except the chapter shall apply to the city, and the labor organizations representing its employees; or

B. Any contract or agreement between any employer and a labor organization in force upon the effective date of the ordinance codified in this chapter, but shall apply to any renewal or extension of such contract or agreement and to any new contract or agreement entered into after the effective date of said ordinance. Otherwise, this chapter shall be effective to the fullest extent permitted by law. (Ord. 1345-89 § 9, 1989).
