Festivals, carnivals and circuses may be conducted, after proper application and issuance of a permit to do so, within any F, G, H or J district within the city as shown by the official city zoning map. After the publication and mailing of notices in the manner required for the granting of variances generally, the city commission may authorize the conducting of carnivals, festivals and circuses in E districts as well as in F, G, H and J districts, but no variance shall be issued to carnivals, festivals or circuses to be operated in any other zoning district.
