It is declared to be the purpose and policy of this chapter to:

A. Relieve the existing and all future undue burdens on the streets arising by reason of the use of the streets by motor vehicles;

B. Protect the safety and welfare of the traveling public in their use of the streets;

C. Carefully preserve, foster and regulate transportation and permit the coordination of transportation facilities. (Prior code § 18-1).
