A. All secondhand stores and junk dealers operating and doing business in the city shall keep in writing a careful record of all goods, wares and merchandise sold by them.

B. The record shall show the name of the person making the purchase or procurement, a description of the goods, wares or merchandise purchased or procured (such description shall include the name of the manufacturer, any serial numbers or trademark names which may appear thereon, and any other marks which may be used in identifying the goods, wares and merchandise) and the date of such purchase or procurement.
