A. All secondhand stores and junk dealers operating and doing business within the city shall keep in writing a careful record of all goods, wares and merchandise purchased or procured by them in the course of business.

B. The record shall show the name of the person from whom the goods, wares and merchandise were purchased or procured, a description of the goods, wares and merchandise purchased or procured and the date of purchase or procurement. Such description shall include the name of the manufacturer, any serial number or trademark names which may appear thereon, and any other marks which may be used in identifying the goods, wares or merchandise.
