Immediately after the enactment of the ordinance codified in this chapter, the chief administrative officer shall commence such educational conciliatory activities as will further the purposes of the ordinance codified in this chapter. They shall call conferences of persons in the housing industry and other interested parties to acquaint them with the provisions of the ordinance codified in this chapter and the suggested means of implementing it and shall endeavor with their advice to work out programs of voluntary compliance and enforcement.
