A duly qualified head librarian and such other assistants or personnel as may be necessary for the operation and maintenance of the library shall be regularly employed by the city. Such librarian and other personnel shall be employed as may be prescribed by duly adopted personnel regulations of the city. The library board shall have the right and obligation to establish qualifications for the head librarian and such other library personnel as may be selected and to make recommendations relative to such employment.
