The library board shall hold regular quarterly meetings on the last Monday of the month in January, April, July and October. The board shall by a majority vote, set the meeting time. Special meetings may be called by the chairman or the library director on an as-needed-basis, subject to giving required notification of the date, time and place of each special meeting.
