There is established two nonvoting student members of the library board, to be appointed by the mayor, with the consent of the Clovis city commission, based upon the recommendation of the principal, Clovis High School. The terms of the nonvoting student members shall be two years. A junior at Clovis High School shall be selected each year to serve a term to coincide with the student’s junior and senior year of high school. Terms shall be staggered. Vacancies of either student nonvoting positions shall be filled in the same manner as the original appointments provided herein, and all vacancies shall be filled for the unexpired term of the appointed member.
