A. The library board shall establish and operate the Clovis-Carver Public Library and shall have the control and management of such library, including the power:
1. To receive gifts, bequests and donations of all kinds;
2. To make bylaws, rules and regulations for the operation of the library, not in conflict with the ordinances of the city nor of the laws of the state.
B. The rules and regulations adopted by the library board for regulating the public use of the facilities of the library shall be posted in conspicuous places in the library for public inspection and information. (Prior code § 11A--3).
