Chapter 2.64 MERIT SYSTEM FOR CITY EMPLOYEES*
2.64.070 Employees covered--Exceptions.
All nonelective positions in the service of the city are covered under the
provisions of this chapter and the rules promulgated in this chapter, except the
following:
A. The chief administration officer (city manager, administrator
and his assistants);
B. The city attorney;
C. All members of the
boards and commissions appointed by the mayor with the approval of the majority
of all of the members of the city commission;
D. Assistant city manager and
heads of departments appointed by the city manager shall be at-will employees
and shall be exempt except where specifically referred to in personnel policies
adopted by the city commission by resolution;
E. Professional
consultants;
F. Temporary employees employed for a period of less than six
months shall be exempt except where specifically referred to in personnel
regulations adopted by the city commission by resolution;
G. Employees who
work less than twenty hours per week; and
H. Initial probationary employees
shall be exempt except where specifically referred to in personnel regulations
adopted by the city commission by resolution. (Ord. 1352-89 (part), 1989; Ord.
